The Chamber Discussed a Bill on a Single Tax Payment and a Single Tax Account, Planned to be Introduced in Russia

The President of the Chamber Sergey Katyrin called the draft law on a single tax payment and a single tax account (UNT) significant and important for business. He stated this at a meeting held on May 11, which was attended by representatives of the Ministry of Finance of the Russian Federation, the Federal Tax Service, State Duma deputies, representatives of business associations, and entrepreneurs.

 

Draft Law No. 46702-8 “On Amendments to Parts One and Two of the Tax Code of the Russian Federation”, which proposes the introduction of a single tax account, was submitted to the State Duma at the end of last year. The document passed the first reading in February.

 

The bill provides for the transition of taxpayers to the payment of a single tax payment to their single tax account, and the Federal Tax Service will independently distribute the incoming amounts for their intended purpose.

 

The money will be credited to one account, and distributed by the tax office independently; settlement with the budget is simplified - to transfer a single tax payment, only the TIN of the taxpayer is needed; payments for current taxes are not needed - it is enough to transfer a certain amount to the account and track the positive balance on it; saves time, minimizes the cost of qualified accounting assistance.

 

The bill gives a number of undeniable advantages to entrepreneurs, especially small and medium ones. However, according to Sergei Katyrin, this does not mean that businesses have no questions about the bill. Large companies, in particular, have doubts about the timing of reporting and making a single tax payment. Other risks are possible when introducing a new tax institution, so every step needs to be carefully verified, Sergey Katyrin is convinced.

 

Deputy Head of the Federal Tax Service of Russia Konstantin Chekmyshev held a detailed presentation of the Taxpayer's Personal Account, developed by the department, which allows businesses to easily make a single tax payment. Konstantin Chekmyshev said that in 2021, due to the complexity of the system, businesses made 80 million errors when paying taxes, now it is possible to avoid inaccuracies, which means reducing fines, etc. Technical difficulties during the transition to the new system, of course, are not excluded, Konstantin Chekmyshev noted, but, in his opinion, the new solutions proposed when creating the Taxpayer's Personal Account should significantly reduce them.

 

Head of the Department of the Federal Tax Service of Russia Natalya Shalygina spoke about preparations for a pilot project to test the UNS technology (1.5 thousand taxpayers will start using the new system from July 1, which will allow it to be tested and improved, if necessary).

 

The concept of a new tax payment mechanism was supported by all speakers. As for the nuances, there is still time to refine them, said Olga Anufrieva, Deputy Chairman of the State Duma Committee on Budget and Taxes. The pilot project will show, she believes, whether to put the new law into effect from 2023 or, if improvements and clarifications are needed and time to adapt the business, then only from 2024.

 

The results were summed up by the President of the Chamber of Commerce and Industry of the Russian Federation Sergey Katyrin, who noted, in particular, that in order to successfully launch a pilot project, it is necessary to work with its participants and answer all their questions. It is also necessary, Sergei Katyrin concluded, to offer training to all businesses to work on the new system, which will help launch it without delay and for the benefit of business and the country as a whole.
